To do this, it is necessary that someone has allocated a network to you and the procedure for registering this network for you in the registrar has been carried out. For Europe, including Russia, the registrar is RIPE (ripe.net).
For IPv6 addresses, you can request your own network from RIPE and register it as independent of the provider (PROVIDER INDIPENDENT or PI).
For IPv4, there is no such possibility left, because RIPE has run out of address space. You can either request a subnet from your hosting provider, such a network will be part of his network (PROVIDER AGGREGATABLE or PA) and you will not be able to go to another provider with it, or you can buy a piece of the PI network from someone. After that, it is necessary for the network administrator to issue the ASSIGNMENT procedure for this network in RIPE to you.
In any case, if your network is not part of the provider's network, you must first negotiate with the provider about the possibility of BGP-announcement of your network and the cost of such a service.
