Can I access world IP from gray network?

Strange question, but still.
Can I reach my white IP from the gray network? And how can this be done? Pts needed)
Example:
There is an office 10.10.10.0/24 and its world address is 15.7.7.7. I want to get from, conditionally, the PC to exactly 15.7.7.7

You can ping him from this network. So there is access. Just come in.
