Can hidden WHOIS data be revealed?

I came across one office , it offers a service for disclosing the private whois of Russian registrars. So, is this a scam or is it really possible? They kind of turn it through the organs.

If only crime. Better not to go there. Disclosed only by law.

A former or current registrar employee has stolen or still has access to the database. Well, or somehow else, such as having a lawyer who writes requests. In general, boredom. Maybe a divorce, of course, but it must be peered / read.
