Can he or can't he?

Good afternoon everyone.
I decided to touch Backup Exec 15. I really liked the interface and all the features of this program. But how the test file backups were made, I was a little puzzled. It makes backups in its own format. Is it possible to configure somewhere so that just files are copied one to one?
It's not banned on Google, but I couldn't find it.

Almost all backupers store the archive in their own format. Why? But because they - suddenly - can work at a level below the FS. For example, at the disk block level, as VmWare does (that is, Nakivo Backup & Replication) - due to the fact that only changed blocks are written, a hell of a lot of space is saved.
For file-by-file copying, an advanced backup is not needed - they are also very expensive. Either a regular utility or some free program is enough.
