I thought the numbering was invented for the size of the heading and that’s it, but I found an article and realized that they were invented for SEO, as a result, I had to shovel the entire design so that there would be one h1 heading on the pages (before that I had 2 headers in the header and footer), but then I found another article and found out that in HTML 5 you can use at least 20 h1 headers, and now I'm completely confused....

Can. If you have several logical blocks on a page with some content, then each such block can have its own header, footer and h1 too.
