Can H1 be used more than once in HTML5?

Good afternoon friends, I’m tormented by such a question, I laid out the site and marked out the headings like a fool. I thought the numbering was invented for the size of the heading and that’s it, but I found an article and realized that they were invented for SEO, as a result, I had to shovel the entire design so that there would be one h1 heading on the pages (before that I had 2 headers in the header and footer), but then I found another article and found out that in HTML 5 you can use at least 20 h1 headers, and now I'm completely confused....

Can. If you have several logical blocks on a page with some content, then each such block can have its own header, footer and h1 too.

From the technical side, there is no mistake to use multiple h1.
Validity check will pass.
But there are also SEO requirements, they clearly say that h1 should be one on the page. And not be used for design elements. Only in the content that the user enters from the admin.

For a site that brings customers and profits, they pay more than for a beautiful picture. So there is no point in ignoring SEO.
