Can GTM be used to transfer data to a mobile app?

Hello.
We are developing a system of tips in the application, we want to be able to manage them without re-uploading the application to the store / market. I don’t want to develop a separate API on the backend, for GTM sites it allows you to solve the problem of replacing texts without involving programmers or layout designers. Can this be used for an application?
What articles would you recommend reading on this topic? Google hasn't moved much in answering this question.
