Can FPS drop due to slow HDDs?

There is a 630M 2GB video card, also core 7. While playing GTA 5, only 1.2-1.3 GB of video memory is loaded in the card. The processor works at 20%, the fps stays around 30, but often sits up to 15-19
There is an assumption that HDDs simply do not have time to send data packets to the card. What do you think? Thanks for the answer

HDD does not send data packets to the card. But if the processing takes place in RAM, and there is not enough memory, and the system gets into the swap file, then there may well be brakes because of this.

It is obvious that the video card can not cope, the youngest model of the middle segment, and even the mobile series. The game is hard, the hardware is weak, the result is obvious.
The phrase is constructed in such a way as if you are talking about RAM, and not about a separate computer in a computer that has been more complicated than a processor - a video card for ten years now. One single characteristic means absolutely nothing.
