Can dimming be used to turn off LED lights?

I have heard that frequent on / off LED lamps (and in principle any) disable them faster than they would burn constantly. And I thought, what would happen if instead of turning off using dimming? for example, instead of turning off, just turn the power to the very minimum? For example, about 5-10 percent of power? I think that it would not bother me throughout the house (except perhaps the bedroom) and globally it would not be bad if they always glowed in the off state. Can this extend the life of LED bulbs? Or, on the contrary, in the dimming mode, they degrade faster?

Here is an advertisement for the "correct" dimmers . Even here, among the shortcomings, a reduced service life is not named.
Essentially the following: the lamp consists of a power supply and LEDs, the PSU is a rectifier + voltage converter. The rectifier charges the power capacitor at voltage peaks, here is the graph - in this position it does not matter whether the dimmer is open or half closed.
When the dimmer is closed further, it will start working.
