Can Cisco Call Manager Express licenses be upgraded to Enterprise Call Manager (CUCM 10.x) licenses?

We have 240 basic licenses for Call Manager Express and plan to implement BE 7000 with CUCM 10.x. Interested in the possibility of upgrading licenses.

It may sound a little trite, but what do they say in Cisco itself? I mean, if they call or write. They have quite sane technical support, besides, you have: licensed software + you are going to buy more :)

Yes, you can.
Buy licenses for cucm, install a server and migrate all settings.
