Can an ssh server determine which client is connecting to it?

Actually the question is whether the ssh server can determine the client that connects to it, be it pytty or the standard OpenSSH client.
whether it allows to define the protocol?

No.
There are no headers in the ssh protocol in which the client name would be sent.
