Can an Olympiad student get an invitation to a foreign university?

Hello, can victories at the Olympiads of the republican (i.e. All-Russian / All-Ukrainian) level help with admission abroad (mainly Europe)? For example, invitations from universities? Or is it only in the international that you need to shine well in order to have a chance?

UPD. Yes, of course, I mean how likely it is to receive this invitation. It is clear that someone yes received invitations after the victory only in the republic

in Western culture, schools do not only (and not so much) pay attention to grades and achievements.
they evaluate "whether this student will be of interest to us." and this assessment is made up of not only your assessments.
