Can an HTML5 banner for Google Display Network loop indefinitely?

According to the rules of the Google Display Network, the animation in a banner should not last more than 30 seconds, otherwise such a banner will not pass moderation. But almost 50% of the banners that I see on different sites have an infinite loop and play endlessly. What is it, a mistake in the rules of Google or the carelessness of the moderators?
