Can Adobe Illustrator or InkScape import HTML-SVG?
I mean like this, so that later I can save it in a different format:

There is no "HTML-SVG".
SVG always uses XML markup. Accordingly, any program that can open SVG files will open what you quoted if you save it to a file.
Inkscape has a window for directly editing the XML Editor code https://www.packtpub.com/mapt/book/hardware_and_cr...
I don’t subscribe to the above-mentioned products (I don’t use it), but Affinity Designer and Graphic definitely accept this from the buffer, and the graphics themselves are copied into the buffer with code.
