Can Adobe Illustrator or InkScape import HTML-SVG?

I mean like this, so that later I can save it in a different format:

<svg id="AR" viewBox="0 0 68 48" width="100%" height="100%"><path class="cls-2" d="M34 11.159A12.847 12.847 0 1 0 46.467 24 12.7 12.7 0 0 0 34 11.159zm0 22.243a9.408 9.408 0 1 1 9.067-9.4A9.249 9.249 0 0 1 34 33.4zm0-33.4c-18.587 0-34 17.428-34 24s15.414 24 34 24 34-17.428 34-24S52.587 0 34 0zm0 44.562c-16.849 0-30.6-16.51-30.6-20.561S17.151 3.442 34 3.442s30.6 16.51 30.6 20.561S50.849 44.561 34 44.561z"></path></svg>

There is no "HTML-SVG".
SVG always uses XML markup. Accordingly, any program that can open SVG files will open what you quoted if you save it to a file.
Inkscape has a window for directly editing the XML Editor code https://www.packtpub.com/mapt/book/hardware_and_cr...

I don’t subscribe to the above-mentioned products (I don’t use it), but Affinity Designer and Graphic definitely accept this from the buffer, and the graphics themselves are copied into the buffer with code.

I saved the code as *.svg through a regular notepad - everything opened fine in the chandelier. There is an eye there.
