Can a Windows laptop be used as a Mac Mini monitor and keyboard?

I have an Asus laptop with a USB Type-C Thunderbolt port. Can I connect a Mac Mini to it and work on the laptop as usual - using a monitor and keyboard (it would be cool if also a touchpad)? Thank you.
