Can a VPN bypass the speed limits of the satellite internet provider in the example?

I found a provider for satellite Internet, but have not connected it yet.

Most likely, nothing can.
You are given the maximum speed, for example 32 kb / s, but if there was no data transfer before these, then the speed can rise to 128 kb / s for a period of 2 seconds, but then it returns back.
This is the basic shaping mechanism, so there is only one way to bypass it - crooked hands during tuning, which is unlikely.

VPN works over tcp or udp
If the provider's speed is cut according to both protocols, then nothing will come of it.
