Can a printer fail to scan due to a missing cartridge?

The printer does not scan, that is, when you click in various scanning programs, the printer does nothing and no error comes out, but it reacts to normal printing.
Model HP DESKJET F2480 Series.
The driver installed the official ones, that is, from the office. HP site.
Can you help me figure out what could be the reason?

The device may not scan due to lack of ink cartridges. If the ink cartridges are installed and you are unable to scan, install the full feature product software after uninstalling the old driver from your computer at: https://support.hp.com/en-us/drivers/selfservice/H...
