Can a new site get into the top 3 in search results on demand, if there are only 7-8 competitors?

There was a question. Usually I do only front-end, without search engine optimization. But then they asked me to make a website and optimize it in a niche area, where there are about 7-8 competitors in total. At the same time, all sites are optimized almost word for word for one request, with minimal differences. Are there any prerequisites that my site will fly higher than any other? Almost the same keywords, title, etc. are planned as those of competitors))
