Can a legal a person to port a non-mobile number from one operator to another?

There are several Moscow fixed-line telephone numbers. The numbers are registered to a legal entity. The operator that now owns the numbers is Beeline (initially, the numbers were with the Kombelg operator, then, due to the merger of operators, they went to GoldenTelecom, and even later to Beeline).
At the new address where the legal entity moves, Beeline does not have the opportunity to organize telephony and the Internet. Therefore, Beeline offers to use virtual telephony and connect telephony via the Internet through a provider that we ourselves will find.
But on the other hand, at the address where the company is moving, there is another operator - Rostelecom, which can organize both telephony and the Internet. I would like to transfer the numbers from the old operator to the new one. The manager in Beeline says that they do not give their numbers to other operators.
I know there is a mobile number portability law. But I did not find an answer about fixed-line numbers. Can a legal entity port its "fixed line" numbers to another operator(2) if operator1 does not want to give out numbers?

I am afraid it is not. "City" numbering capacity is clearly divided between telecom operators, and no one will make crutches for you.
I suspect that the beeline can safely give through SIP without any "virtual telephony".
then deploy your IP-PBX and you don’t need to transfer anything anywhere.
