Can a freelancer hire contractors outside of Upwork?

Hello everyone, such a question, can I, as a freelancer, hire other freelancers outside the exchange to provide work? For example, designers, typesetters, etc. If yes, a huge request to provide a link to the Upwork rules paragraph for further study.

Nobody forbids.
Many people do this.
They take orders for normal money, throw them off on local exchanges for a penny (therefore, there’s really no point in domestic freelancing).
Risky. They can get banned. You can not find a specialist for a penny and disrupt the deadlines. In general, there are various risks.
But, most importantly, do not sit under the cameras during the resale)

Only through the agency and the establishment of an account for each employee, but there are a lot of problems with this.
Many do as MasterMike described . The main thing is to agree with the customer.
Payment is either Fixed Price or Hourly with manual completion of hours.
