Can a broken processor open a Windows 10 login window?
Hello. I handed over a laptop for repair, the master said that it was necessary to change the processor or motherboard, it would cost 9000 rubles and it would be necessary to wait a month and a half until the motherboard arrived from China. But before handing it over for repair, I simply could not enter Windows after the password entry screen, a black screen appeared and the laptop hung up, I tried to change the hard drive to ssd, but when I tried to start installing Windows from a flash drive (I pressed f9 to select the boot source), a black screen appeared with an inscription like "select f9 download source" (in English). Can a broken processor open a Windows 10 login window?

Get the laptop out of the hands of the vandals faster, before they really killed it (or maybe already). Neither the processor nor the mother has anything to do with it obviously. They just want to cut the dough from you in an easy way.
No, if the CPU is not working, in principle, your computer will not turn on, the POST mechanism was invented for this.
I don't think you explained the problem correctly.
Are you sure it's the processor? After all, they are waiting, according to your words, for the motherboard! Or is everything soldered there (which is normal for most low-end hardware)? In this case, it doesn’t matter what is broken, no one will re-solder for free, but it usually costs half the cost of iron and it’s easier to replace than to repair.
With a high probability, the video card or its block that is inside the processor or external components associated with it could fail.
