Is it possible to make it so that when scanning a QR code from a phone in a Telegram bot, a certain command, sewn into this QR code, flies away?

I understand that the matter is in the URL encrypted in the QR code.

If the person already has a bot running, i.e. the start command has already been - how to implement this?
How can I send a command to the Telegram bot via URL?
