Call by "event"?

Greetings.
Maybe someone came across ... There is a certain service that monitors the status of certain parameters every hour.
If the parameters are out of range, it is necessary to make a phone call to a number of mobile phones and play a certain message. It will also be duplicated by SMS.
I would like to do without "iron" solutions, i.e. do not raise Asterisk, etc.
Can someone tell me which way to dig?
Google voice? Specialized services?

Skype?
If you need 100% control, then it is better to connect a GSM phone and make calls through it. Although, voice calls are always a problem - a person is talking to someone, unavailable, etc. etc. There is no certainty that the person will hear the message.

you can make an outgoing call with one http get request
service sipmarket.net - we write the message “everything is lost” on the answering machine of the service and when necessary we launch the “double call” function, which will connect your cell phone with the answering machine service (number 05)

If you can give us information about such events (send identifiers), we are ready to take on the dialing function. No hardware solutions are required on your part: the entire infrastructure is hosted by us.
