Calculate markup and commission?

Good evening.
If 2 rates "RUB/USD" Example 59.500 rubles -> 1$
x = 59.500
y = 1
how to add commission in % and markup in 2% to these prices?
It's just that I have such errors that it's scary to me.
Please help, I really need your help!
PS: The markup and commission must be added to both the first and second courses!

1. Ask the customer for the algorithm. Sometimes they count differently.
2. Both markup and commission are the same mathematically.
3. For example, a 2 percent markup is usually calculated as "Sum * (100 + 2) / 100".
4. There are still questions - and when to round off. From one ruble. Or already from the entire amount. This is where most of the time there are differences. See paragraph 1.
5. Since the accuracy is known in advance, it is advisable to count in integers (by shifting the comma, that is, multiplying)
