CAL Licensing of Windows Server and SQL Server licenses, right?

Knowledgeable Kamrady, tell me about licensing from small soft ones.
1) There is a SQL server 2008R2 and roughly 20 CAL licenses. Can I use these licenses on SQL 2017? In fact, they are not registered anywhere, but are needed only for show that the number of users working with the database should be equal to the number of licenses. So it will be possible to use them under 2017?
2) Terminal licenses per user, for example, there are 20 licenses for windows server 2008/2012. Can I use them on Server 2016? The fact that they will work is for sure, but in terms of licensing policy, it will not be a problem that I have a 2016 server, but licenses from 2008?

The answer to both questions is " no ". Product licenses can only be used with the version of the product for which they were purchased. There was a time, I specifically consulted with a girl from softline, with whom we figured out how much and what we would need ...
Licenses from the "older" version could perhaps be used in the "younger". Licenses from "younger" to "older" - definitely not - because otherwise you won't buy them :D
