By what criteria do you select forums for posting links?

I noticed that the forums, in the bulk of them, the TIC is not great, and there is often spam on outgoing links.
Is there any point in posting links to those? Should we be afraid of filters and sanctions?
Maybe I'm not looking there? (interested in automotive topics)
How do you choose such sites?

In a good way, you need to find a couple of live forums and hang out on them all the time. Where appropriate, provide links to your site. Reply in other topics, having a link to the site in the signature.
It is for SEO that such work will not give a wow effect. But if you write normal comments, you can attract real traffic, and this is also worth a lot.

It is better to put the question differently: what forums can be useful for my audience.
Buying links, rather than a deliberate marketing activity, usually leads to only sad consequences. :(
