Buying games on Steam?

I do not quite understand the principle of operation, and I hope someone will explain. Interesting ways of solving and the cause of the problem.
Let's take Civilization V as an example. When I go to the game page, I get an alert "The game is not available in your region" (Peter). But at the same time, I can buy a disc in the St. Petersburg offline store and activate it through Steam. wtf?
py.sy. There are a number of games with such an alert that I would like to purchase, but there is no desire to stomp into the offline store. Solutions?
