Buying a mini server like HP Proliant MicroServer Gen8?

I really liked the HP Proliant MicroServer Gen8 (Price 20t.r. without disks).
Feature "Gen8":
Processor: Intel Celeron G1610T (Planned to eventually replace with: Intel Xeon E3-1230Lv2. )
Up to 16GB HPSmartMemory DDR3-1333 (Planned to immediately replace with Unbuffered DDR3 at 1600 mHz)
Up to 12 Terabytes of disk space when used four drives SATA 3.5 HDD 3TB NHP.
- microSD slot on motherboard
- 2x 2Gbps ethernet ports (very important for me)
- Connects physically with HP PS1810-8G switch
- iLO Management Engine (cool thing for me, would love to work with one)
- 1 x PCIe 3.0(X16) and 1x PCIe 3.0(X8)
Great solution for my needs (just perfect specs and a huge bonus - ILO).
Having shoveled everything that is on this model, I found out that the disks are suitable only for certain, from the list (in the HP document), HP brands.
Plus, the company left our market due to sanctions. Those. do not buy such a model, no support, no disks (Which have risen in price due to the same sanctions. HP 3TB 3.5 cost about 11t.r. This is too much for me)
Question-1.
Is it possible to buy a similar server with the same characteristics (without disks), HP, in Europe (despite the sanctions) that would be delivered to Russia? Or is it unrealistic?
Question-2.
Is it possible to buy a similar server with the same characteristics (without disks) from another (no worse) manufacturer?
The approximate price of the issue, for the server (with approximately the same processor + memory + expandability + compact case + upgradeability as with Gen8) is about <= 20-25t.r.
