Traction is not needed, just a hole in the bottom. Condensation forms when warm, moist air meets a cold surface. The modem will usually be warmer, or the same temperature as the environment (unless you stretch a pipe with steam from the kettle to it).
And yes, if the siding is metal, foil is not needed. It is better to make an antenna from a can or a biquadrat .
