Let's say we create a bulletin board. Let it be on mobile phones.
It is clear that it is not difficult to determine from which city a visitor is from with high accuracy.
The visitor will be pleased to see on the main \ on the page where he will be redirected offers to buy / sell in his city.
But the Yandex robot should not think that we are the Moscow bulletin board. (In the case of determining the city by IP, it is this version that will have to be shown to him). Let them think that it is all-Russian.
Of course, you don’t want to deceive robots with cloaking. It's scary and that's it.
Where is the balance so that it would be convenient for the visitor to choose his city (it was automatically selected) and the search engines did not think that they were being deceived?

Register the site in webmaster.yandex.ru and specify the region there: "The site has no regional affiliation"

Define robots by User-Agent and give them a region-independent version. Better yet, feed the sitemap with links to all regional versions.

Using Javascript, redirect the user to the desired page - search engines will not notice this.

Treat the robot(s) in the same way as if the city was not defined or, for example, a visitor came from abroad.
You can also see how it was implemented by “federal opsos” (or other interregional companies) - I remember one of them unequivocally suggested going to the region’s website through the droplist, and the choice was already the right city / region.
