Bulk email and how not to get into the spam list?

Hello! At the design stage of the project, I encountered the situation of sending emails to people who are not my users. After reading on the net, I came to the conclusion that due to the many mailing lists, you can get into the blacklist and this is not very good.

The bottom line is that a registered user creates an event in which he enters a list of invited people: name, phone number or email (they themselves are not members of the site). After entering, the site sends an invitation to the mail with all the necessary information about the venue, etc.
One of the largest blacklists (Spamhaus) considers it a violation to send letters without the consent of the addressee. Some require the List-Unsubscribe feature. But this is impossible because they did not subscribe to the mailing list.

I would like to hear your advice on where to move in this situation and not be a prisoner of the blacklists.

Norms on clicks on spam - somewhere in the region of 1%. For example, mail ru (and they are the largest mailer in Runet) directly indicates the rules in its rules

Spam is clicked and will always be clicked, in any mailings. If you send invitations to new users based on a recommendation, you need to monitor the reputation of the domain. It is possible to restrict such prompts depending on the current state of the domain.
There should be an unsubscribe link. Because if you normally explain in a letter why you sent this letter, a person will rather click on the unsubscribe link than on the spam button, but if this link is not there, there will be much more clicks on spam.

If more than 5% of users mark these emails as spam themselves, then everything is bad. See how some google-meet works, or other services for creating conferences with preliminary sending of invitations.
