Building android with its own launcher and with its own applications without requesting permission, is it possible?

Newbie question. Let's say I create my own build of Android, which will come with its own launcher and some default apps. Is it possible to make pre-installed apps not ask the user for permissions?

And what is meant by "native assembly of Android"? If the assembly is from source, then the flight of fancy is practically unlimited - at least rewrite the entire Android, there would be appropriate skills. As an example - MIUI, CyanogenMod are just such OS modifications.
If some kind of assembly from ready-made binaries, then it is unlikely.
