Building an app in Cordova?

Good day to all.
I'm figuring out Cordova + Ionic framework.
There were a couple of questions that I would like to get answers from more enlightened.
Actually, the first question, for example, did according to this instruction from the site of the framework
ionicframework.com/docs/guide/publishing.html
It states that after launching
$ cordova build --release android
, my file will appear in the platforms/android/bin folder.
But I do not see this folder or file.
There is an out folder - isn't that what you need?
and second question:
there is a folder /hooks - where i can create hooks for cordova.
On the site of cordova itself, we have a list of the hooks themselves. But I did not quite understand their purpose.
Why might this be needed? Some additional processing of our application before building? or how?
