Building a video encoder computer for video broadcast?

Hello everyone again!
In general, I settled on 2 options, which one would be better?
The stream will go over the network to the 2nd PC and from there already "through the percent" to the Internet, in this case, a video card and a capture card are not needed.

Since video encoding primarily requires CPU power, the Intel 2320 looks more preferable. The processor itself is newer, more performance per core, more SIMD instructions (which are very often used in encoders), less power consumption.
