Budget dropsy on the processor - is it worth it?
There is a ryzen 3600x processor with a heat dissipation of 95W. Everyone writes that the CPU is very hot and good cooling is needed. I look at 150W coolers and are confused by their size. At the same time, I see that there are dropsies for 40-70 euros for 1-2 fans. But often these are firms for which there are few reviews. Who has experience? Maybe someone can advise something specific within 60-70 euros for this percentage?

Dropsy is for those who have not played enough in the designer. Expensive, not reliable. There is no significant difference in temperatures or noise levels.
For 70 euros you can buy such supercoolers as GamerStorm Assassin III, Thermalright Macho Rev.B... Add a little more - that's be quiet! DARK ROCK PRO 4.
Each of them will easily cope with your processor and will not even make noise.
Or shell out for a Noctua NH-D15 or Thermalright Silver Arrow IB-E Extreme Rev. B - not every dropsy will bypass them.
I'm not suggesting that you take my word for it - look at the Thermalright Macho Rev.B tests and decide for yourself whether dropsy hemorrhoids are worth these degrees.
I have a Ryzen 3600 fixed overclocked to 4300 all cores. Proc itself is not hot, but it is very difficult to cool it due to the small size of the crystal. Due to its size, it does not transfer heat well to the lid and radiator, so the temperature rises very quickly, while the radiator remains barely warm. On overs in the discussion of the subject, a lot has been written about this.
In short: dropsy makes no sense. It's better to put in a medium air with good thermal paste (not MX-4, the last batches are terrible quality) and a flat heel. Some be quiet! SHADOW ROCK 3 will be more than enough. Even quieter than any dropsy.
I installed a Noctua NH-U12A cooler with 120mm fans in a mini-tower case at almost the same percentage (3600XT). The performance is at the level of very good Chinese 140mm coolers, it will work forever, the noise is weaker than case fans and video cards. There is no backlight, the fans are snap-on, removed / put on in 10 seconds. The RAM does not close in any way, so it cannot interfere. But in order to remove the ssd from the motherboard, you must either remove the cooler, or pull out the video card. Installation took about three minutes. It took me longer to unpack than to install. The price is high - yes, but for me in this case there is something to overpay for.
