Budget computer, what should it be?

I bought a budget 4k monitor, I want to upgrade my "workstation", I don't play games, only for the Internet, office applications, 4k movies.
Advise modern budget iron.

no games - we exclude the video card. Enough more than the video core built into the "percent" of the video.
for operational comfort then 16 gigs (you can try 8 to reduce the budget)
according to modern standards ssd for 250 gigs.
Intel or adm - in question. depending on the tasks.
