Browser OS on Raspberry Pi 3b+?

Good afternoon
I want to use raspberry for web surfing on a 1080p TV via HDMI.
And the picture on YouTube at 1080p and NOT 60 fps is already slowing down, and at 60 it's even worse.
Samsung V30 class memory card, wireless internet speed ~10 Mbps.
Do you have any tips on how to achieve the goal on the raspberry?

This is currently not possible. No browser can hardware decode video on ARM.
You need to download the video and watch through omxplayer.
