Broadcasting video from 2 IP cameras to the site

Tell me, who can come across a similar problem:

There are 2 IP cameras. The customer wants to put them side by side and broadcast video from them to the site in one stream in turn - 10 seconds from one / 10 seconds from the other.
I want to dissuade him from such an idea, because I do not understand the meaning. Then I thought - maybe it still exists? A quick google on the topic turned up nothing.
Are there any software or services that allow you to do such somersaults? I know a little more about streaming and ip cameras than nothing :(

i would use astra. Quite a normal example is here: cesbo.com/forum/topic/788-record-and-repeat-recorded-in-a-loop/
the only thing - I would rewrite the config a bit so that it broadcasts one source for 10 seconds, and then - another. Etc.
minimal modifications are required.

You can try with ffmpeg - write a script that will start ffmpeg with different sources (-i), take a signal from the camera and broadcast (supported by rtmp rtp, etc)

actually show two streams one on top of the other, only by the timer make one player visible and the second not.

We implemented it like this:
Camera>ffmpeg(convert)>erlyvideo(distribution).
