Broadcasting music on the Internet?

Comrades, hello.
Tell me, please, who knows - is it possible to broadcast music on the Internet without any contracts and documents? I know that there is no such thing as Internet radio in the law, but still?
Can I, for example, hang a plate or in favor. agreement to write: “All materials presented on the site, as well as broadcast through the resource, are provided to consumers for informational purposes only. Copying and distribution of materials is prohibited. If you are the copyright holder, please inform the administration of the resource and we will delete your materials after providing documents giving you authorship over the materials. Something like that.
I'm certainly not the first with this question, do not judge strictly.

You can hang a die, but the law does not allow distribution, copying and reproduction of AP-protected content without an agreement with the copyright holder or an organization protecting the AP.

In fact, you can play music in workarounds: by placing a YouTube player, Yandex musicb myspace and similar services and managing it through the API. In this case, Mikhalkov will have to sue YouTube, not you.
