Broadcast media content?

In general, the situation is as follows: at my university, in the canteens and at the trade union committee, plasmas are installed, each of which is connected to a computer. The task is this: to broadcast clips from computers to these plasmas, plus it was also possible to broadcast video messages at a specified interval. For example, there is music, every 10 minutes the clip breaks off, the rector appears on the screen, in a stern voice asking everyone to turn in their transcripts for updating.
Now this functionality is implemented through the standard Windows Media service in Windows Server. But such a system works much less time than it is buggy. Therefore, I want to switch to something else (Linux May Bi). So, what do you advise, friends?

We did this at our MIEM, under Windows on a flash. It's also buggy, now we're just redoing it. We will make the new version cross-platform, with vlc on the client and with a manager / scheduling through the web client. We have a wider task - we play videos from our own archive and from youtube, photos from the gallery, stream from webcams. In the new version, we are thinking about the ticker and other TV features. I don't know yet what will come of it. I can write a long post about how everything is now arranged and what is planned. Only karma is not enough for the post :)

There is such a solution - TV-Tools , but it costs money.

VLC Player might be fine with its streaming + cross-platform
