Braking after BIOS reset. What is it connected with?

Now it is impossible to install Windows, the system may freeze on one of the installation steps. Live distributions hang exactly the same, i.e. do not use any utility. It's most likely a JD issue.
How to diagnose correctly and where to dig?

Braking after BIOS reset

If it didn’t slow down before, then something important was written in the BIOS - non-standard memory timings, processor frequency, or something else. Now the memory began to fail, the processor overheated or something else.
So the HDD has nothing to do with it
Further - we need specifics about which computer we are talking about

from simple and related to railway in bios, you can change the settings for UEFI-mbr, and ACHI-IDE mode, such changes will not lead to a hang at different stages of the installation.
if the RAM is filled with several strips, then leave one and try to run livecd
