[BOOTSTRAP] Why does the block not associated with the slider blink in the rhythm of the slider flipping?

Some kind of crazy behavior of the layout on the bootstrap - I used the native bootstrap slider, which automatically flips. At the same time , section , which is not related to this slider in any way, BLINKS in the rhythm of turning this slider

Open the page, narrow the browser window to about 700px so that the menu switches to mobile view and select the "SERVICES" menu item.
There you will see this blinking. Blinks only in narrow viewports, if you expand it, it does not blink.
Well, yes, it blinks in Chrome, but does not blink in FF.
What is this crap and how to overcome it??

Give the carousel block z-index:1000 this should fix the blinking issue

I have the same bootstrap effect with a slider on the page. Only the website logo blinks in the footer. I'm used to it, and never got better.
