Bootstrap or pure CSS3?

I participate in a large-scale competition, my theme is "web-project (site)".
Now at the second stage (there are three of them), to get into the third, you need a good code (not only, but the question is).
I am creating my own engine (little by functionality, the most important: login / registration / adding entries, etc.).
There was a question with the very type of template ... Should I
use bootstrap or do it all with my own handles?

Use what you know best. In general, bootstrap saves a lot of time when the design is not particularly important, but only if you have already worked with it.

For a competition that will be forgotten tomorrow - bootstrap. For your own project that needs to be developed - no frameworks, you're confused.

Well, in fact, since you have a competition in terms of programming, as I understand it. You can use bootstrap. But, there is an opinion that they will punish you for using a freebie =)
In general, why do you need a bootstrap?
It is often used for responsive layout purposes)
If you are short on time, I would use bootstrap.
