Blog or portfolio site?

Hello, I wonder how relevant and correct it will be to create a portfolio not in the form of a list of works, but in the form of a site with tutorials, can this "add points" for the lack of large works and projects (of course, given the sufficient quality of the blog content, and not the complete absence of projects in my portfolio). Which format is better - your own website or a cozy blog on LiveJournal or on other platforms?

Depends on the quality of the tutorials.
If you post primitive things there, like "learning to connect %random jQuery plugin% and do primitive garbage with it", then there will be almost no sense. Well, as a maximum, they will count as a plus for an interview, and even then not in a serious office.
But if you post some real and possibly even unique goodness, ala "we create real-time visualization of incredible garbage with the help of d3.js with dynamic data loading", then there will be a lot of profit from this. Firstly, you will PR as a specialist (I kind of mean that everything will be in English, because the audience is too small in comparison with the rest of the world), and secondly, any adequate employer / freelance client will salivate when he sees such hardcore with a good explanation ( here, naturally, a normal employer / client is implied). Cooler than hardcore and cool tutorials are usually only some awards and speeches at famous conferences.

Well, look, your good site with certain functionality is essentially a portfolio;) And you can do 2 in 1. Develop your site and make your own tutorials there.

Before whom? To the employer - definitely not. They will think that you are not working, but writing blogs.

I wouldn't set out to create a blog as a way to win over an employer. Now, if you really have something to write, then a good blog is a reason for the employer to start winning you over.
A blog is essentially an electronic diary or journal. Different things are written there, they are displayed chronologically. It is convenient to find out from the blog where and at what speed you are developing, what interests you, whether you are finishing the job.
A portfolio is much better if you need to show the final state. What can I do, what is done, how. The portfolio is more compact, more presentable.
