Blocked on DigitalOcean. Can I do something about it?

Having received a $50 coupon for digital ocean on github education, I immediately tried to use it. When registering, it was not possible to attach a card and I deposited $ 5 into my account via PayPal. Immediately after I activated the coupon, my account was blocked. They refuse to consider this situation in the ticket. Is there any way to appeal their decision? Can I apply somewhere? I feel cheated.

I contacted PayPal Buyer Protection. At least I'll get those five bucks back.
