Blacklist with emulation of inaccessibility for Android?

I have an old push-button SAMSUNG S5610 with custom firmware. And there is such a function in this firmware in the blacklist settings, which instead of hanging up makes everyone on the blacklist “The subscriber you are calling is temporarily unavailable”, something at the network level, that is, as if the phone is turned off or offline. The function has repeatedly proved its usefulness and usefulness. And there is also a scheduler, and the black list is integrated with it, i.e. you can make it so that they could call you during the day, but not at night, or they could call you on weekdays, and on Friday evening and Saturday morning ...
We need a normal black list with functionality like in my mobile and a built-in scheduler for android. Android version 4.4.2 (technically it can be upgraded to 7, but it is not necessary, OziExplorer does not read ecw on Android 7), it already exists and works as a navigator without a SIM card, I do not plan to change it yet, and it makes no sense.
Also interested in schedulers for android, which is the best, what would change the brightness according to the schedule (there is no sensor), the offline mode included other goodies.
A program that can record calls automatically would not hurt (this is also in the button, and sometimes useful) - I already found a program for recording calls.

As a compromise option, the telecom operator can put conditional forwarding to a number that is always offline. Any call blocker, beating off an unwanted call, will actually transfer the call to "the subscriber is unavailable or out of network coverage area", etc.
pleasant calls can be received as usual.
