Black squares when watching a video. How to remove? Monitor marriage or bad monitor?

I bought myself a samsung c32f391fwi 32 inch full hd monitor not so long ago (it’s clear that with such a diagonal on full hd it’s not entirely good, but I’m sitting at arm’s length, the pixels are not visible). But Toko today noticed that when watching a video, at least at a distance of 2 arms outstretched, there are black squares on the black squares (as if the video is loading or the vidyuha lags).
Probyval and configure monik and via hdmi and display port but no results. I connected my old monik 22 inches, I did not notice this much. On this 32-inch it is critically noticeable. Is this a marriage? or such a monik? I re-read all the reviews on the dns on the market, etc., and so on, no one directly complained about anything like that. I am attaching screenshots. On one screen, I emphasized it in red to make it clear, otherwise it’s not very visible on the screen if you don’t look closely at the live much more critically. Can this be adjusted somehow or is it a marriage?

If you see artifacts on the SCREEN, then these are not 100% monitor problems. The screenshot is taken without taking into account the monitor.
PS I don't see anything on the screen

Download this video in monitor resolution, and open it in two different players, or in one, but with different render settings. I advise MPC HC (you can also use the BE version), it is wonderfully configured and tested there.

Do not tell me the model of the LG monitor that you bought, and what kind of video is on the screen. I also bought a monitor from Samsung and ran into the same problem.
