Bittorrent question?

There is a spherical bittorrent tracker that distributes legal content (for example, Linux distributions). The tracker downloaded and distributed 800 copies of the Debian distribution, 500 copies of Ubuntu and 200 Slitaz. The upload speed is 800, 500, 200 MB / s, respectively, the upload speed is obviously excessive. A 20 TB NAS appears in this tracker, which distributes the same distributions, with a NAS there is a constant download of 10 MB / s.
Now attention, a question. Since the total upload speed on the tracker obviously exceeds the capabilities of any Internet connection, it turns out that despite the fact that the NAS distributes and consumes electricity, its operation is 0? Because the download speed according to the protocol does not increase (it is already maximum).

Provided that at any given time you have the total speed of the distributors for any content, and which someone may want to take away is not less than the speed of the one who takes this content, a NAS will not be needed. However, even in this case, his work will not be zero, because if he distributes something, then this will reduce the load on someone else and save him electricity / channel.
