I've always noticed that qTox has speed issues.
For example, send a file at home from a laptop to a PC, and vice versa. Or send a file from Virtual PC,

I did not use Tox, but I will make an assumption by analogy with XMPP. In Jabber, you can transfer files in-band or over a p2p connection. In the first case, IP-shniks are not fired, but the file is broken into small pieces and sent in the same way as the messages - through the server and all routing. It turns out slowly, because the servers have an anti-flood timeout.
I assume that they did it in Tox in a similar way, with the same result. By analogy with Jabber, I suggest looking at the Tox protocol settings in Miranda NG (it is supported there). Miranda developers usually carefully implement all the features of the protocols, and if the implementation is mature, it can be used as a reference. If there is no setting, then no. Then alas.
