I do not recommend using this method, as it has significant problems for the latest versions of Bitrix.
For example, from January 1, 2018, Bitrix requires php5.6, and as far as I remember, in the web environment 5.4
If we are talking about "Bitrix: Site Management", then OpenServer is perfect here.
Yes, you will need to cheat with mbstring, and in general, check it using bitrix_server_test.php, but you, as a developer, should be able to do this and not have problems with it.
