Bitrix not updated?

I'm trying to update Bitrix: Marketplace - Platform update. Recommended updates 21, but the button "Install" millet is not active! I go to the site check page - testing shows that "Time on the database and web server: The time differs by 3600 seconds." After following the Bitrix recommendations (add lines to 2 files), I get an error: "Incorrect server response. Testing failed" in the modal window and in the admin panel "MySQL Query Error: SET LOCAL time_zone='Europe/Moscow'[Unknown or incorrect time zone : 'Europe/Moscow']"
How can I treat this or are there other ways to update Bitrix?
